US citizen detained and held at ICE building in Portland for hours before release, lawyer says
- On Oct. 2, Francisco Miranda was detained outside his workplace in Portland around 6 a.m. by masked agents, held at the South Portland ICE building for hours, then driven back without explanation.
- Agents told Miranda he `was here on an overstay` and showed a decade-old photo while saying they would take him in to verify his information.
- Video of the encounter shows agents using threats and force, including threatening Miranda with a police dog, striking him from behind, handcuffing him, and placing him in an unmarked van to the ICE facility in South Portland.
- On Tuesday, Milwaukie City Council sent a letter to Homeland Security Secretary Kristi Noem condemning ICE’s actions as unlawful while Michael Fuller filed a tort claim and DHS had not responded, city officials said.
- While Miranda's case is one of the first in Oregon, similar detentions have occurred elsewhere; state data show immigration officers arrested at least 306 people in Oregon through July.
