WSJ details a sanctions-evasion mechanism: Chinese buyers route payments into a shadow conduit called Chuxin, insured by state-owned Sinosure. Rather than wiring Tehran cash, Chuxin pays Chinese contractors to build projects in Iran—effectively bartering oil for infrastructure while masking crude origins via “dark fleet” logistics. Most of Iran’s oil now goes to China.
