KNOXVILLE, Tenn. (WATE) — The new board of directors over the Richard L. Bean Juvenile Detention Center has been appointed after the Knox County commissioners voted in favor of an emergency ordinance putting the Knox County Sheriff’s Office in control of the center for 18 months beginning next year.
