Putin terminates plutonium disposal agreement with US
- On Monday, Russian President Vladimir Putin signed a law terminating an already defunct plutonium disposal agreement with the United States, approved earlier this month by Russian lawmakers as a formal "denunciation".
- The Plutonium Management and Disposition Agreement, signed in 2000 and amended in 2010, committed Moscow and Washington to reduce plutonium and was effectively defunct after Russia suspended participation in 2016.
- Technically, the pact required converting 34 metric tonnes of plutonium each, and U.S. officials estimated it would eliminate material enough to produce around 17,000 nuclear weapons.
- The move comes as ties cool between Vladimir Putin and U.S. President Donald Trump, who last week scrapped a peace summit and refused to reschedule without Russia signaling agreement.
- Against a backdrop of elevated nuclear posture, Western leaders have accused Russia of nuclear sabre-rattling since February 2022, after Vladimir Putin put his nuclear forces on high alert and signed a decree lowering the threshold to use nuclear weapons last year.
