Canada rejects most Indian study permit applicants

Canada's rejection rate for Indian study permit applications rose to 74% in August 2025 amid fraud concerns and a government cap on foreign student visas, immigration data shows.

  • On Nov 3, Canadian immigration department data shows 74 per cent of Indian applicants for Canadian study permits in August were rejected, compared with about 40 per cent overall.
  • Amid fraud concerns, Canada's immigration department detected more than 14,000 potentially fraudulent letters of acceptance last year, uncovered nearly 1,550 linked applications in 2023, and implemented enhanced verification and financial requirements.
  • Universities report the University of Regina and University of Saskatchewan see fewer Indian students, Ian VanderBurgh said a government cap largely caused the drop, and Waterloo faced a two-thirds decline.
  • The immediate effect has been that Indian applicants dropped from 20,900 in August 2023 to 4,515, with the Indian embassy in Ottawa stating `study-permit issuance is Canada's prerogative`.
  • Canada’s Foreign Affairs Minister Anita Anand said the government is `concerned` about immigration integrity but wants Indian students to continue, while Jaspreet Singh and other observers say some recently rejected applicants appear not to mind.
