- On July 13, a Mahan Air flight from Tehran carried between 10 and 21 Islamic Revolutionary Guard Corps commanders and military equipment to Hodeidah, Yemen, according to four sources.
- The flight followed a July 3 trip involving about 200 people traveling to Iran for the funeral of Iranian Supreme Leader Ayatollah Ali Khamenei; Tehran claims the later flight returned delegation members and Yemeni citizens.
- Moammar al-Iryani, Yemen's information minister, confirmed the deployment on Wednesday, stating, "Their mission is to strengthen the militias' military capabilities and prepare them to threaten international maritime security in the Red Sea and the Bab al-Mandab Strait."
- Following the arrival, the Houthis announced a naval blockade of Saudi Arabia on Monday, subsequently striking two Saudi oil tankers, the Encelia and the Layla, with missiles and drones.
