- On Saturday, Nov. 15, an off-duty Norfolk police officer overheard a Virginia Beach restaurant conversation about ICE "kidnapping individuals" and Mark Bennett's plan to meet like-minded individuals in Las Vegas.
- The complaint details weapons and an alleged assault-rifle purchase; the VBPD Special Investigation Bureau leads the probe while federal agents analyze phones, and Virginia Beach City Public Schools confirmed John W. Bennett has worked there since 2009 and is on administrative leave.
- Following their arraignment, both were granted bond, ordered to house arrest with bond set at $25,000 b, and will next appear in court on Jan. 23.
