‘Tough to wait’: Community, city talk improvements for Kinloch Park

TROY, N.Y. — Residents gathered last week in the basement of the Sacred Heart School to talk about Kinloch, the not-quite-pocket park up the street. The space was one of the few projects to receive the leftover American Rescue Plan Act (ARPA) funds. All the money had to be designated by the end of 2024 unless other projects had surplus.
