No cartel can form, develop, or grow without state aid. Criminals require impunity to survive and gain power, and they buy it with money, achieve it through threats, or enjoy it through the complicity of authorities when the state decides not to investigate the crimes they commit, not to prosecute the perpetrators, not to prosecute the murderers, and even to protect the criminals.
