The Prime Minister, who spoke at the Department Assemblies on Friday noon, announced the introduction of a bill to create a single social benefit in December, and promised to strengthen the departmental level as part of his "major act of decentralization".
A single social allowance to "make management savings": a bill to this effect will be introduced in December, Sébastien Lecornu announced at the Assises des Départements de France held in Albi (Tarn) on 14 November 2025.
A "single social benefit" will be introduced by the government next month. The idea comes from the Republicans who want, in addition to grouping social assistance, to cap them at 70% of the Smic to "fight against assistance". The associations fear a "harmonisation down".
Sébastien Lecornu's government wants to speed up the implementation of a single social assistance by tabling legislation in December.

This single payment is expected to bring the activity premium, the RSA and "a number of housing subsidies" closer together.
