New York May Lose $73M in Federal Highway Funds over Flawed Immigrant Commercial Driver’s Licenses
Federal audit found 53% of New York’s non-domiciled commercial driver’s licenses were issued unlawfully, prompting a $73 million highway fund withholding threat unless compliance is met in 30 days.

- A federal audit found 107 of the 200 sampled records were issued in violation, as the NY DMV system defaults to eight-year CDLs even for short-term work authorizations, Duffy said Friday.
- Citing the nationwide review, Duffy said New York state could not prove verification for 32,000 active non-domiciled commercial licenses and called it `the worst offender`, while California revoked 17,000 CDLs.
- New York Department of Motor Vehicles said it will review the U.S. Department of Transportation letter and respond, while the DOT audits multiple states including California and Texas.
- The DOT has also put $18 billion on hold for two New York projects, proposed new restrictions on noncitizen CDLs that a court blocked, and the FMCSA issued an emergency interim rule affecting nearly 200,000 individuals.
