MILTON — Vermont State Police arrested a 30-year-old transient man on an outstanding warrant following a traffic stop on Interstate 89 North Thursday evening. Troopers pulled over Kevin Harris Jr. at approximately 8:48 p.m. near mile marker 103.8 in Milton for a moving violation.
