Russian athletes can return under stricter anti-doping rules, but the IOC still has not decided on flags, colors or the anthem.

- While more than 300 Russians competed at the 2021 Tokyo Olympics winning 71 medals, just 32 athletes from Russia and Belarus participated as neutrals at the 2024 Paris Olympics.
- To address the 'lack of confidence' regarding the return of Russian athletes, the IOC mandated multiple doping controls and participation in a recognized testing program before the 2026 Youth Summer Games in Dakar, Senegal.
- The IOC still prohibits organizing events in Russia and excludes government and state officials from its events, while the decision to allow national flags and anthems will come at an 'appropriate time.
