IOC provisionally lifts ban on Russian Olympic Committee, athletes to return to international competitions
The IOC still barred Russian flag and anthem use and kept anti-doping controls in place as it moves toward 2028 qualification events.
- On Tuesday, the International Olympic Committee advised sports bodies to end the three-year program vetting Russians for neutral status ahead of qualifying events for the 2028 Los Angeles Olympics.
- Additionally, the IOC provisionally lifted the suspension of the Russian Olympic Committee, noting that terms imposed after the body incorporated regional sports councils from occupied regions of Ukraine no longer applied.
- While more than 300 Russians competed at the 2021 Tokyo Olympics winning 71 medals, just 32 athletes from Russia and Belarus participated as neutrals at the 2024 Paris Olympics.
- To address the 'lack of confidence' regarding the return of Russian athletes, the IOC mandated multiple doping controls and participation in a recognized testing program before the 2026 Youth Summer Games in Dakar, Senegal.
