India proposes strict rules to label AI content citing growing risks

  • On October 22, 2025, the Ministry of Electronics and Information Technology released draft amendments to the IT Rules, 2021, mandating labels for AI-generated content and seeking feedback.
  • Prompted by viral deepfakes, officials noted generative AI can spread misinformation, manipulate elections, damage reputations and enable financial fraud, MeitY warned.
  • The draft defines synthetically generated content as information artificially or algorithmically created to appear authentic, while new sub-rule 4 requires SSMIs to obtain user declarations and verify them.
  • Platforms that create synthetic media must embed permanent metadata or identifier covering at least 10% of visuals or initial 10% of audio, affecting OpenAI, Meta, X and Google.
  • With almost 1 billion internet users and ongoing litigation from Bollywood actors Abhishek Bachchan and Aishwarya Rai Bachchan, Dhruv Garg said the draft is `among the first explicit attempts globally to prescribe a quantifiable visibility standard`.
