Migration issues in Lithuania are usually presented as exclusively a security or border control topic, but migration law, first and foremost, encompasses the protection of human rights and freedoms. Any restrictions on human rights must be necessary in a democratic society, the restrictions must not negate the nature and essence of rights and freedoms, and the constitutional principle of proportionality must be respected.
