US religious freedom panel urges sanctions against India's external spy agency
- On Tuesday, March 25, 2025, the U.S. Commission on International Religious Freedom released a report recommending targeted sanctions against India's Research and Analysis Wing for alleged involvement in assassination plots against Sikh separatists in the U.S. And Canada.
- Since 2023, allegations of India's targeting of Sikh separatists have strained U.S.-India relations, while rights advocates have raised concerns about the deteriorating treatment of minorities in India, including rising hate speech, discriminatory laws, and the revocation of Kashmir's special status.
- The US has charged Vikash Yadav, an ex-Indian intelligence officer, with murder-for-hire and money laundering in connection with an alleged plot to kill Khalistan separatist Gurpatwant Singh Pannun, leading to his arrest in December 2023 in an unrelated extortion case and subsequent placement on the FBI's wanted list.
- The USCIRF report quoted Prime Minister Narendra Modi's remarks from April 2024 referring to Muslims as 'infiltrators' who have 'more children,' and highlighted the propagation of hateful rhetoric and disinformation against Muslims and other religious minorities during the election campaign, which Indian officials had expressed surprise and concern in response to the allegations.
- While the USCIRF's recommendations, including designating India as a 'country of particular concern' for the sixth time, are non-binding and it is unlikely the U.S. Government will sanction R&AW, New Delhi has denied involvement in the assassination plots and dismissed the USCIRF's assessments as biased and politically motivated, asserting that its policies benefit all communities and that efforts to undermine India's standing will not succeed.
