ROAN MOUNTAIN, Tenn. (WJHL) — Carter County's Emergency Management Agency (EMA) Director Cathy Umrichen told News Channel 11 Tuesday night that flash flooding in the Shell Creek Road area of Roan Mountain was receding and crews were assessing any possible damage.
