PASHCHIM CHAMPARAN, BIHAR, JUL 9 – The Election Commission of India has collected over 57% of enumeration forms in Bihar's Special Intensive Revision, with 4.53 crore forms submitted in the first 15 days, ahead of 2025 elections.

- The revision announced on June 24 aims to remove duplicates but excludes Aadhaar and voter ID as proof of citizenship, shifting the burden to voters and risking disenfranchisement of over 2.5 crore people.
- The Election Commission reported that nearly 98% of the 7.90 crore forms have been handed out, and through the combined efforts of officials and voters, 57.48% of these forms have been received during the current exercise.
- Advocate Rakesh Dwivedi contended that Aadhaar cards serve solely as identity verification and do not confirm citizenship under the Aadhaar Act 2017, while the Supreme Court emphasized that the authority to remove non-citizens from electoral rolls rests exclusively with the Home Ministry.
- The court declined to stay the exercise but raised concerns about its timing before elections and set a July 21 deadline for the Election Commission to file a counter-affidavit before the next hearing on July 28.
