WALLA WALLA COUNTY – The Washington State Patrol arrested David Phillip Albrecht, 46, of Kennewick on Friday outside Burbank. WSP Lieutenant Dustin Drout reported the agency received a 911 call about a vehicle using red and blue flashing police-style lights.
