WALLA WALLA COUNTY – The Washington State Patrol arrested David Phillip Albrecht, 46, of Kennewick on Friday outside Burbank. WSP Lieutenant Dustin Drout reported the agency received a 911 call about a vehicle using red and blue flashing police-style lights. Drout said troopers were able to locate the matching suspect vehicle, and that Albrecht was taken into custody after allegedly driving up to 80 miles per hour on State Route 124 at milepost …
