Quito. The head of the U.S. Southern Command, Francis L. Donovan, attended the event in which President Daniel Noboa presented this week a new National Comprehensive Security Plan 2025-2029, which includes international cooperation and cybersecurity strategies as its main tools, as well as, for the first time, targeting the social causes of crime.
