Venezuela to investigate Bukele, other officials for alleged detainee abuse

VENEZUELA, JUL 21 – Venezuela opened a probe after 123 abuse complaints surfaced from migrants deported by the US and detained in El Salvador's maximum-security prison, citing international human rights laws.

  • On Monday, Venezuelan Attorney General Tarek William Saab announced an investigation targeting President Nayib Bukele, Justice Minister Gustavo Villatoro and Head of Prisons Osiris Luna Meza over alleged abuse of 252 Venezuelan migrants.
  • Under international treaties, Venezuelan Attorney General Tarek William Saab is empowered to open this investigation based on the United Nations Convention against Torture and the Rome Statute of the International Criminal Court.
  • Migrants described pellet shots, cuts and rotten prison food, with some alleging sexual abuse and other mistreatment, as victims detailed torture methods.
  • Saab called on the International Criminal Court, the UN Human Rights Council and other bodies to act, while El Salvador has yet to respond to the allegations.
  • Ongoing ICC scrutiny of Venezuela for prisoner torture raises stakes for its new investigation, potentially inviting reciprocal scrutiny.
