Russia Using Drones to Hunt Ukrainian Civilians: HRW

- Human Rights Watch recorded a minimum of 45 targeted drone strikes by Russian forces against civilians, healthcare facilities, and infrastructure in Kherson between mid-2024 and the end of the year, resulting in approximately 30 deaths and nearly 500 injuries.
- Belkis Wille from Human Rights Watch explained that Russian drone pilots have access to detailed video imagery during attacks, clearly demonstrating their intention to harm and intimidate civilians.
- The report concludes these attacks violate international humanitarian law and urges global accountability and effective enforcement to protect Ukrainian civilians.
