- Under the new Regulation Crypto Asset Transactions and Regulation Crypto Asset Markets , exchanges must implement anti-market manipulation controls and satisfy a "proof of reserves" obligation.
- The proposal includes an "actual delivery" exemption for transactions finalized in less than 28 days, while the agency opened a 60-day public comment period to gather industry feedback.
- Despite these efforts, the CFTC lacks authority to oversee unvarnished spot market trading without leverage, meaning the regulator remains unable to fully police buying and selling of major tokens like Ethereum.
