The Anti-Corruption Prosecutor's Office already had indications in April 2019 of Cristóbal Montoro's involvement in an alleged plot consisting of the collection of bites in exchange for promoting legislative reforms favorable to certain companies. This was explained by prosecutor Carmen García Cerdá in a letter sent to Court No. 2 of Tarragona, which had been investigating the case for about a year.
