The European Commission is preparing a revision of the Tobacco Taxation Directive. It is to introduce minimum tax rates for new products such as e-cigarettes and heated tobacco. The Czech Republic is among fifteen countries calling for the rules to be modernised, but there are now growing concerns that the proposal will mainly have negative impacts – rising prices, a booming black market and tax losses, particularly in Central Europe.
