Nine European Union countries called into question, in an "open letter", the European Convention on Human Rights, which would prevent them from acting on the rights of migrants. Alain Berset, Secretary-General of the Council of Europe, denounced the method used and recalled that the Convention had been an instrument of legal convergence for seventy-five years.
