Russia is close to ending a unilateral moratorium on the deployment of intermediate- and short-range missiles (IRBMs), Deputy Foreign Minister Sergei Ryabkov said in an interview with the Russian state news agency TASS, adding that the West, including the United States, has not appreciated Russia's restraint and Moscow is therefore reconsidering its position.
