It is strange in politics to be looking for an opportunity to demand favours. A short while ago, all premiers were in agreement on "Canada not the 51st state" and "Canada not for sale," but now the Alberta premier is saying that, if her province's conditions are not met, they could hold a referendum. I would not be one bit surprised if Quebec did the same. It makes you wonder what happened to all that unity.
