- Given limited funding and parliamentary time, ministers were told to focus on priorities for action over the coming 12 months, using existing resources to support the Liberal government’s shared missions in the mandate letter and Speech from the Throne.
- Plans must detail required changes, individual steps, feasibility assessments, delivery timelines, and outcome-focused indicators tied to Canadians' experience in each Mission Action Plan.
- The Privy Council Office will track outcomes and share them with departments and cabinet committees, which must flag off-track plans and escalate to the cabinet committee on priorities, planning and strategy.
- Carney's May omnibus mandate letter set out seven priorities such as housing affordability, Privy Council Office spokesman Pierre-Alain Bujold said all ministers responded, and The Canadian Press obtained the three-page July letter under the Access to Information Act.
