- Former Ombudsman Samuel R. Martires' policy was revoked, ending the notarized consent requirement that restricted SALN access during the Duterte administration.
- Citizens, journalists and watchdog groups can now request SALNs directly by presenting two valid IDs and paying a reproduction or certification fee, while journalists must submit their published work within five days and sensitive personal details will be redacted.
- The memorandum names SALNs of major executive figures as subject to requests, including those of President Ferdinand Marcos Jr., former President Rodrigo Duterte, and Vice President Sara Duterte, while Malacañang assured compliance.
- The Ombudsman says the rules balance transparency and privacy, urging the Civil Service Commission, Office of the President, Congress, Judiciary, and local government units to align procedures.
