Odisha Govt. Forms Panel to Study SEBC Political Backwardness
The panel will assess SEBC population and political representation in panchayats and urban bodies before next year’s polls, officials said.
- On Wednesday, the Odisha government, led by Chief Minister Mohan Charan Majhi, constituted a commission chaired by retired Odisha High Court Judge Justice Pramath Patnaik to study SEBC political representation in local self-government institutions.
- While Scheduled Caste and Scheduled Tribe populations comprise around 40% of the state's total population, unofficial data suggests backward classes could account for around 54%, though there has been no official study on this.
- Retired IAS Bijay Kumar Prusty will serve as a member while Special Secretary Sujata Mishra acts as Member Secretary; the Majhi government recently announced an 11.25% quota for SEBC students in medical, engineering and technical courses.
- Stepping up their demands, Opposition parties including the Biju Janata Dal and Congress have intensified calls for increased reservation for backward classes, despite SEBCs currently holding only 11.25% reservation in state government jobs.
- The decision assumes significance as both panchayat and urban local body polls are scheduled to be held next year, with the study aimed at facilitating adequate representation of backward classes in these institutions.
