Germany has frozen its Afghan refugee resettlement programme and offers cash payments to refugees in Pakistan to encourage voluntary return or relocation, activists said.

- Payments outlined include an initial 1,500 euros and a 5,000 euro follow-up, targeting Afghans who worked with German forces or face particular risks, a spokeswoman said.
- Some enrolled Afghans were deported over the summer, and aid workers said refugees reacted with shock, with one sharing `I've been trembling all over and can't stop crying.`
- Pakistani authorities have intensified crackdowns; the latest letter says procedures in Pakistan must be completed by the end of 2025, but not all can be guaranteed, Dobrindt said.
