He Filmed an Allentown Officer Driving at Him. Now He’s Launching a First Amendment Suit.

LEHIGH COUNTY, PENNSYLVANIA, JUL 24 – Phil Rishel alleges police violated his free speech rights by forcing him off the sidewalk and charging him with loitering during protests, with his loitering conviction later overturned on appeal.

The plaintiff, Phil Rishel, said filming officers was a form of protest against what he claims is a pattern of excessive force and First Amendment violations by the department.
