The Two Sessions are a major annual event for the Chinese Communist Party. In order to avoid affecting their performance, local governments are very sensitive to the actions of every petitioner. In some places, petitioners have been detained in local hotels, or intercepted in Beijing and detained or sent to black jails. Many more have simply lost contact with the authorities.
