DOHA MUNICIPALITY, QATAR, AUG 7 – M23 claims it was not invited to peace talks despite a signed declaration aiming to end conflict that displaced hundreds of thousands, risking delays to the process, officials said.
- On Thursday, the M23 rebel group said it had not received an invitation to peace talks in Doha scheduled to begin on Friday, and no delegation was present.
- On July 19, Congo and M23 signed a declaration of principles pledging to start negotiations by August 8 and reach a deal by August 18, but M23 says it received no invitation to Doha.
- An official with knowledge of the matter said delays in prisoner release and the International Red Cross–backed exchange mechanism have taken longer than anticipated, slowing implementation.
- Despite uncertainty, Tina Salama said Congo will attend any scheduled Doha meetings, as a delay risks scuppering the July 19 pledge to end fighting in eastern Congo.
- The talks aim to attract billions of dollars of Western investment to eastern Congo, where M23 says it has not received an invitation to Doha talks scheduled for August 18.
