- On June 26, 2025, Kosovo’s Constitutional Court urged the newly elected Parliament members to resolve a three-month deadlock by choosing a new speaker within the next month.
- The stalemate occurred because Kurti's left-wing Vetevendosje! party, holding 48 of 120 seats, failed 37 rounds to win the 61 votes needed for speaker.
- Opposition parties including the center-right PDK with 24 seats, the conservative LDK with 20, and right-wing AAK with 8 seats, have ruled out coalition talks with Kurti.
- Without the election of a new parliamentary speaker, Kurti is unable to be officially appointed as prime minister and establish a Cabinet, which is essential for governance and to resume the stalled 14-year-long normalization talks with Serbia.
- If no Cabinet forms, Kosovo faces another parliamentary election amid ongoing sovereignty disputes with Serbia and allies Russia and China.
