- The Government Order, issued on October 18, 2025, followed letters from Priyank Kharge, Karnataka Information Technology Minister, and was widely seen as aimed at curbing Rashtriya Swayamsevak Sangh activities ahead of centenary marches by the Siddaramaiah-led Karnataka government.
- The Government Order required written approval if more than 10 people gather, barred private groups from using government schools and college grounds without consent, and tasked district administrations with enforcement under Karnataka Land Revenue and Education Acts.
- The bench found the GO infringed Articles 19 rights and stayed the order while issuing notices to the State Government, Home Department, Director General of Police, Hubballi Police Commissioner.
- The court scheduled the next hearing for November 17 as Justice M Nagaprasanna posted the matter; Ashok Haranahalli argued the order restricted gatherings unlawfully, while Siddaramaiah said the government will challenge it and BJP called it a setback.
