In Kyrgyzstan, Parliament had decided to "reorganize" the National Centre for the Prevention of Torture, an independent body that monitored violations of human rights in closed and semi-closed institutions, which would be administered by the Office of the Ombudsman, but human rights defenders called it a blow to the protection of victims of torture.
