Immigration Surge Cost State, Local Governments $9 Billion in 2023, Nonpartisan CBO Says
- The nonpartisan Congressional Budget Office reported on Thursday that the immigration surge from 2021 to 2023 cost state and local governments a net $9.2 billion in 2023.
- Beginning in 2021, immigration levels rose sharply, resulting in approximately 4.3 million new arrivals and a net population increase of around 4.4 million during that time frame.
- State and local governments saw a rise in both tax revenue by $10.1 billion and spending of about $19.3 billion on goods and services, mainly on education and shelter costs for immigrant populations.
- The CBO estimated that in 2023, approximately 550,000 immigrant children enrolled in public schools led to an increase in education spending by $5.7 billion. In addition, the report identified that support services, including shelter and related assistance, resulted in $1.2 billion in expenses for state and local governments that year.
- The report implies that while immigration generated extra revenue, state and local governments faced net higher spending that exceeded tax gains, leading to a direct net cost of 0.3% of their overall spending in 2023.
