Highland Heights voters are being asked this fall if the city's 4.0-mill property tax rate should be increased by 5.9 mills, to 9.9 mills. The city has not seen an increase from 4.0 mills since the rate was institiuted in 1967. The city has pledged that all revenues from the 5.9 mills would be used exlusively to fund police, fire and EMS operations.
