Health minister dismisses key recommendation from expert report on pharmacare
Health Minister Marjorie Michel insists provinces are responsible for health care funding despite expert committee's estimate of $3 billion annual cost for essential medicines list.
- Health Minister Marjorie Michel dismissed the expert advisory committee on pharmacare's call for Ottawa to fully fund an essential medicines list in their report released Friday.
- Mandated by the Pharmacare Act, the government appointed the expert advisory committee on pharmacare to advise on creating a national single-payer system and urged funding for provinces and territories, allowing private insurers complementary coverage.
- Projected costs, the expert advisory committee on pharmacare said, would be around $6 to $10 billion annually, with about $3 billion in net additional cost, partly offset by savings from existing drug plans.
- With limited new funding, Ottawa has signed pharmacare deals with three provinces and one territory, while more than 60 per cent of the previous $1.5 billion over five years is allocated.
- Committee members argued bilateral deals 'don't work', Linda Silas said Ottawa could start pharmacare today without new legislation or bilaterals, and the committee recommended recognizing access to essential medicines as a human right.
