Judge Denies Hannah Dugan's Motion to Reconsider Obstruction Case
U.S. District Judge Lynn Adelman said the case differed from cited immigration rulings and upheld the jury’s felony obstruction verdict.
On Tuesday, Federal District Judge Lynn Adelman denied former Milwaukee County Judge Hannah Dugan's motion to overturn her felony obstruction conviction, keeping the case on track for sentencing.
Dugan was convicted in December of helping Eduardo Flores-Ruiz evade ICE agents at the Milwaukee County Courthouse on April 18, 2025, after confronting officers and directing him out a private jury door.
Defense attorney Steven Biskupic argued the conviction was invalid, citing a Fourth Circuit Court of Appeals ruling that ICE arrests are not "pending proceedings"; Adelman rejected this comparison, distinguishing the planned operation.
Although Dugan faces up to five years in prison, federal sentencing guidelines suggest she will likely receive probation given her lack of criminal history and nonviolent conviction.
Prosecutors brought the case as the Trump administration intensified its immigration crackdown; supporters claim Dugan was targeted for defiance, while allies of President Donald Trump branded her an activist judge.
