The European Commission has published a rulebook for its new energy-spending flexibility under the bloc’s budget rules. The notice, published in the EU’s Official Journal on Tuesday (18 August), sets out which national energy measures can escape EU deficit limits between 2026 and 2028 and which cannot. Some potential measures have already been identified which meet the requirements and areas of action indicated by the European Commission.The necessary in-depth discussions on the technical aspects of the individual measures are under way, including with regard to public finance profiles, so that the opportunities offered by the new energy clause can be fully evaluated.
