Southeast Wisconsin Weather: Dangerous Cold Moves In

Wind chills in southeastern Wisconsin could drop to 40 below zero causing frostbite within 10 minutes, with warnings in effect from midnight Thursday to 1 p.m. Friday, National Weather Service said.
