John Swinney Addresses Scottish Absence at Israel 'Collective Action' Conference
GAZA STRIP, PALESTINE, JUL 15 – The European Union uses a humanitarian aid deal with Israel to avoid direct political action amid stalled Gaza cease-fire talks, while humanitarian agencies call for restored aid management.
On July 15, 2025, the European Union signed a humanitarian aid agreement with Israel, omitting sanctions against Prime Minister Benjamin Netanyahu’s government.
Since October 7, 2023, Hamas's attack prompted Israel to begin a military campaign in the Gaza Strip, following the first-stage agreement that halted hostilities.
These negotiations hinge on Hamas’s demands: the guarantee of a pathway to end the campaign; Palestinians' demand for Israeli withdrawal to pre-March 18 positions; and Hamas's insistence that aid revert to UN agencies, Norwegian Refugee Council, and World Central Kitchen.
Scottish officials declined representation, citing reserved constitutional powers, and `the suffering in Gaza is unconscionable`, John Swinney said on Wednesday.
As multilateral sanctions efforts expand, the July 15–16 meeting in Bogota will build on earlier work by The Hague Group, launched in January to impose sanctions on Israel.
The Foreign Ministers of the European Union have refused this Tuesday to take action against the Israeli government for the violations of human rights and international law in Gaza, which the European Commission itself found in a report, clinging to a possible improvement of the situation in the strip following an agreement with Israel.
