EU executive weighs idea of quick, but limited membership for Ukraine

- Under the plan, Kyiv would receive incremental access to parts of the EU single market, agricultural subsidies and internal development funds after meeting post-membership milestones, but initially lack normal voting rights at leaders' summits and ministerial meetings.
- Hungary has blocked progress by withholding approval on all 35 accession chapters, while many EU member states warn the two-tier model may disadvantage Montenegro and Albania.
- Critics warn the proposal risks destabilizing the EU, cheapening membership and raising questions about Bosnia, Turkey, Norway, and the United Kingdom under EU accession rules written more than 30 years ago.
