The 27 Member States of the European Union have agreed on Thursday to reform a regulation allowing airlines - especially low-cost airlines - to continue to charge for cabin baggage, and it has done so with the vote against Spain, Germany, Portugal and Slovenia, and with the abstentions of Austria and Estonia, so the measure, proposed by the Polish presidency of the EU Council, has ended up going ahead thanks to the qualified majority.
