- Building on previous individual deals signed by Zelenskyy with other nations, the initiative aims to merge Ukraine's four-year-old combat expertise with the bloc's large-scale manufacturing capacity to scale production.
- Funding utilizes a €90 billion support loan and roughly €10 billion from the SAFE defence programme. Zelenskyy noted Ukraine currently produces 10 million drones annually, with plans to reach 20 million.
- An innovative feature allows drones to be built and stored across European Union territory as a haven against Russian strikes. After two to three months, systems transfer to Ukraine or interested member states on the Eastern flank.
- "Now is the time to invest in Ukraine, to invest in Europe," von der Leyen said, emphasizing common security. The Commission plans to eventually expand the partnership to include ballistic and anti-ballistic missile systems, though this remains a long-term ambition.
