EU Agrees to Sanction 1,600 People and Entities Linked to Russia's War

- Ambassadors also approved listings against 77 people purportedly elected to the Russian State Duma from Ukrainian territories occupied by Moscow. These measures target individuals involved in extending Russia's political system into those regions.
- While the measures are not yet legally final, they are expected to be submitted to foreign ministers for formal adoption on Monday, Oct. 12. Listed individuals generally face asset freezes and travel bans throughout the bloc.
- Separately, the bloc extended a framework targeting chemical weapons proliferation, currently applying to 31 individuals and six entities. The bloc already has sanctions against nearly 3,000 individuals and entities associated with Russia's invasion.

The decision was taken in response to the Russian Federation ' s ongoing and increasing hybrid activities, in particular through manipulation of information and interference directed against the European Union, its member States and partners.
The EU ambassadors agreed on a new sanctions list, which included 826 organizations and 743 individuals, a record for the one-time expansion of sanctions, all linked to the Russian military industry, reporting a research project on Radio Liberty and a real time television channel called "The System".
